Samuel Thomas

Samuel Thomas is a senior advisor to RAP’s Europe team with 14 years of experience working in the energy and climate fields and over 20 years as a public policy analyst. He leads RAP Europe’s energy efficiency team. 

Between 2014 and 2018, he led the International Energy Agency’s analytical work programme on energy efficiency. Earlier, as deputy director and head of climate change economics in the UK Government’s Department of Energy and Climate Change, he led the analytical work underpinning the UK’s Low Carbon Transition Plan, energy efficiency and fuel poverty strategies, and a wide range of climate and energy efficiency policies.

Mr. Thomas also heads up the secretariat to the User-Centred Energy Systems Technology Collaboration Programme by IEA, an international research programme providing socio-technical advice to governments on the energy transition.
